Some larger toilet cisterns can continue to work effectively with a smaller flush. You can use a water displacement device to reduce the amount of water released every time you flush. You could save a litre of water everytime you flush. Why not organise a survery of the toilets in your school. You could involve the site manager and see if your school needs these devices.
